The Constitution of Serbia was adopted in 2006. It contains 10 titles and 205 articles. In 1999 the EU proposed the Stabilisation and Association Process (SAP) for five countries of South-Eastern Europe, including Serbia. Negotiations for a Stabilisation and Association Agreement (SAA) were launched in 2005.
