The Constitution of Albania was adopted in 1998. It contains 80 parts and 183 articles. In 1999, the EU proposed a Stabilisation and Association Process (SAP) for five countries of South-Eastern Europe, including Albania. In 2006, a Stabilisation and Association Agreement (SAA) was signed between the EU and Albania.
