REFERENDUMS HELD ON EUROPEAN MATTERS: 2003: EU - Accession (Yes % - No % - Turnout %)

Most of the detailed conditions and arrangements for accession concerning the Accession of the Republic of Bulgaria and Romania to the European Union are to be found in the Accession Protocol and its Annexes, which forms an integral part of the Treaty. Once the Treaty enters into force the Accession Protocol will replace the Act of Accession.

 

CONSTITUTIONAL CONDITIONS - Constitution of Rumania

The current Romanian Constitution was adopted in November 1991, and came into force after the referendum on 8 December 1991. The Constitution was ammended for the firs time in 2003.

Approval of transfer of sovereignty with effect of constitutional amendment:

The President shall, in the name of Romania, conclude international treaties negotiated by the Government, and then submit them to the Parliament for ratification, within a reasonable time. The other treaties and international agreements shall be concluded, approved, or ratified according to the procedure set up by law. (art. 91 of the Constitution of 2003).

 

RATING AND DEBATE

Romania became the fourth country to ratify the Lisbon treaty, the Parliament adopted the document on 04.02.2008 by an overwhelming majority of 387 votes in favour, one vote against and one abstention.

"This is another important step towards our objective of a new treaty in force by 1 January 2009," European Commission president Jose Manuel Barroso said in a statement. "I hope that other member states will quickly follow the lead given by the four countries that have now approved the Treaty," he added.
